Being not the latest version is not a bug by itself, see the openSUSE Maintenance policy. But while I understand that a stable distribution will not always have the latest versions of things, it seems very strange to me that the package has not been updated since 2012, since the upstream seems to have been continuously making releases roughly every 6 months or so since then. I looked on software.opensuse.org, and it seems that the Tumbleweed version is also outdated, albeit not by as much; it is using the August 2015 release. (In addition to the October release, there was also and April 2016 release since then.) Maybe we need a current version for the next openSUSE release and SLES 13, certainly in the devel repo.
