I installed calligra-sheets via YaST and open it. I was suprised that it was in English and looking into the packages on repos (I use only OSS), the calligra translations where there but didn't get installed by default. Then I installed the -doc package. Open the program, the language was still in English. I had to click Help -> Switch Application Language. I think what you describe is a different behaviour. Doing a 'zypper rm calligra*' adds all (installed) packages which match callgira* to /var/lib/zypp/SoftLocks Packages listed there will not get installed if they are only recommend by an explicitly selected package, e.g. if you would do 'zypper in -v calligra-sheets' (note the extra '-v' which makes zypper more verbose) you would see a line The following package is recommended, but will not be installed: calligra-l10n-pt_BR... So this behaviour is not a bug, but expected behaviour. (Also the requires for calligra in calligra-lang does not change this.) OK, but these SoftLocks doesn't explain the first time I installed calligra-sheets.
This one I could not reproduce (but I only tried with german locale so far).
Also I don't think that a language pack is a recommended package, it is an important package that must be installed, as it was with others apps or desktops like KDE or GNOME.
It is the standard in openSUSE that *-lang packages are recommend to allow for small and English only systems.
I tried to use the -v option, but zypper says its an unknown option: linux-wl0o:/home/elchevive # zypper in -v calligra-sheets Opção desconhecida'-v'

Probably I have messy my installation, as at the end of my testings on c#5 when switching back to pt_BR and YaST installing that package, all works well (calligra wants to install pt_BR packages)...
