After looking at the code again I'd just remove that branch completely. If there's anything set before the actual display X apps would try to connect using TCP ie act as remote client even if the connection is through loopback. Our X servers don't listen for TCP connetions since ages anymore so the optimization likely was never triggered in recent history.
