To see the full traceback, use -vvv. The error was: NameError: global name 'fw_offline' is not defined". The patch from https://github.com/ansible/ansible/issues/38161 (backport for ansible 2.5) is not sufficient. From my first analysis /usr/lib/python2.7/site-packages/ansible/modules/system/firewalld.py tries "import firewall.config" which fails because firewall.config is only available for python3 (at least I cannot find it).
