Like right now, there is an update stack update available and therefore the applet displays the orange star, however the fact that there are critical updates is completely ignored and the user is left with a false feeling of safety. This is a similar problem to zypper (see bug 503068). Yes.
As far as I know it is intended that only update stack updates are reported even if other updates are available in order to ensure the correct order of updating. zypper and packagekit don't tell kupdateapplet other updates.

kupdateapplet will be replaced by kpackagekit.
Swapping horses doesn't make you a better rider ;-)
kpackagekit is a community project that support a lot of awesome features.
In the meantime we got another update applet[1] (apper) which has even more awesome features. Unfortunately issue in this bugreport is not one of them... In other words: This bug still exists in 12.1 - independent of the name of the update applet...
