is this really a good idea? see below
cthiel, createrepo in factory is not inserting those mini-filelist (which behavior is controlled by a hidden option in create repo).
What about creating proper rpm:provides entries?

Just parse the node contents of <file> as dependencies and insert them as PROVIDES of the package.
