"rcsyslog start" doesn't work because /run/systemd.syslog.core needs regenerating. Without rebooting, it is necessary to rerun the systemd generator /lib/systemd/system-generators/syslog-service-generator. A way to get it running with systemd without reboot is described in bug #728565:
