This documentation is digikam-<version>/doc-translated/nl/ . It contains a CMakeLists.txt which looks to me as the make file to generate the Dutch version of the documentation in HTML. In openSUSE factory only the English version of this documentation can be found. Apparently something is missing in the spec file to put these files in the packages for digikam in openSUSE Factory.
