It happened again today.
As user, it said there was no scanner. As root, it worked. I disconnected the
scanner, replugged, it worked as user again.
lshal output, when it did not work, and when it worked, was absolutely
identical (cmp says so), with no mention of the scanner. I used this command:
lshal | tee lshal-1 | less -S
and both files do not contain the string "Epson". However, if I do:
lshal | less -S
then the string is there... the two command give different output: 1341 lines
the first version, 3450 the second. Go figure. Thus, the information I got is
invalid.
Is that a bug in "tee"?

I write this just for the record. If this happens to somebody else, the method
of solving the issue seems to be to unplug/replug the usb cable to the scanner.
