Here 77-network.rules is present in the initrd:/etc/udev/rules.d, but not ifup-sysctl - yet it works fine. I rebuilt the initrd with 77-network.rules moved to /etc/udev/rules.d, and booted with that. I didn't get the error messages reported here. I don't understand why it makes a difference, but it was worth mentioning.

It happens on two different machines. I don't see a work-around--I can't find any way to install 12.1 on my machines. 12.1 is dead on arrival, as far as I'm concerned. I don't understand how others manage to install it. The only thing I don't take as default in the installer is that I have four partitions: /, /boot, /home, and swap. Is that relevant? In any case, this is a blocker for me. In my opinion, 12.1 should have been held up until this was fixed. After deleting that line, the configure step of the install was able to run. There are separate bug reports on this: 726926 and 726791. So the message about ifup-sysctl was merely the last error message before the emergency mode, and not the real cause. I guess this is what Andreas meant by "confusing". Resolving that would be good. Having a message about a bad fstab would be even better. As for my other machine, I still don't know the cause. It was a clean install. It does use a software RAID configuration of the partitions, so maybe it's related to fstab too. It's a mkinitrd bug, it copies 77-network.rules and ifup, but the ifup-sysctl dependency is missing.
Ok so we know its a bug in mkinitrd. I have this error but doesnt seem to have any ill effects. Is there a workaround or should I just ignore it. Again, the ifup-sysctl error message is just a visible one, but it is _harmless_ and it definitively does not has anything to do with the Ctrl-D request in systemd emergency mode. The mkinitrd scripts aren't exact enough and copy also the /lib/udev/rules.d/77-network.rule rule file into the initrd, udev is trying to execute the /etc/sysconfig/network/scripts/ifup-sysctl script and reports, that /etc/sysconfig/network/scripts/ifup-sysctl is not available in the initrd. When the system is running from the final root filesystem, the udev there will execute it again and apply the ifsysctl(5) settings. The Ctrl-D / systemd emergency mode gets started, when some required service start fails, e.g. when a (local or remote) file system specified in the /etc/fstab can't be mounted. For _example_, you're using lvm and the lvm service is not enabled and thus the /dev/<lvmgroup>/<volume> is not yet available. To see what causes the Ctrl-D message you can login and take a look if there is an error message somewhere or use Ctrl-D to reboot and then remove the "quiet" and set the systemd.log_level=info systemd.log_target=kmsg parameters at boot prompt. I dug a little deeper and tracked the issue down to the following setup script in the mkinitrd-2.7.0-39.3.1 package: /lib/mkinitrd/setup/82-network.sh In there, there's a codeblock which copies /etc/sysconfig/network recursively when $nettype equals 'ifup'. I simply moved the mkdir and cp statements one line up so the logic stays intact for the other actions that happen within the code block but the sysconfig/network directory is now always created within the initrd image. I verified this works. What's blocking the fix to get published?
More important/urgent work than fixing this false error? I do not understand why this bug gets so much attention... Note again: When the systemd e.g. cannot boot, it is just the last (always) visible "error" message [still one from initrd] and has really _nothing_ with any problems somebody may have.
It's not available from the update/12.1/ nor the update/12.1-test/ repository.

It is annoying to see this error message, yes. But it does not bites anybody.
If OpenSuse is serious about being desktop friendly, then somebody should fix this and it's really a shame it hasn't been fixed already.....
It is fixed and submitted -- just not approved as update yet.
ps what would happen if I was to run this OS as server OS and need to sit at the console and hit ctrl-d before it would boot further?
Please read the bug report again -- this bug is NOT about any issues causing systemd to enter "ctrl-d" emergency mode. When I did a fresh install, it was not there at first. But what I did was unplug my network cable (eth0) while it was turned on and when I rebooted, got the hotplug script not found error. Again, I am using network manager and gnome is using that as default, so I never enabled ifup ever.
