AFAICT, this is a problem in dracut 037-17.30. I copied /usr/lib/dracut/modules.d/95iscsi from Leap42.1 (dracut 037-68.1) to my system under test, and rebuilt the initrd - now it has the /etc/iscsi etc. and is able to boot.
