For example, I recently built an old spreadsheet application Abs, but it has been rejected by Contrib (as well as Education). Hence I plan to maintain this new repository and add software which uses depreciated toolkits. Another option is to build them in your branch of office, and make submit requests (which is probably the preferred way). "Legacy" is really too much of a catch-all IMHO, not generic in any way. In this case, those packages are office applications.
