In our case: report what's wrong with the log file if it's not writeable. I don't know what's wrong with the file's permissions or owners (finally, it depends upon the logics of the application), but the file itself exists:

ls -la /var/log/dictd -rw-r--r-- 1 nobody nogroup 0 Nov 1 14:00 /var/log/dictd
