Is not a kernel module, but exactly builtin kmod for udev.
If you check the logs, you'll see a lot of:
Dec 11 09:33:24 linux-oqld systemd-udevd[396]: Check if link configuration
needs reloading.
Dec 11 09:33:27 linux-oqld systemd-udevd[396]: validate module index
One of the logs has this from 10:32 to 10:34, check comment #29.
I'm not sure whats going on, but seems to be builtin kmod issue.
Lets ask the reporters to check with 'udev.killkmod=1'.
@Julian, can you please boot your machine with 'udev.killkmod=1' and check the
times?
