When you install puppet-server, and do sudo /sbin/service puppet-server start.. the response back of exit code is that it fails (but puppetmasterd is running). if you run sudo /sbin/service puppet-server stop, it fails to stop the running puppetmasterd. I would use this for an enterprise deployment, since .25.x includes the zypper definitions which would be helpful in a sles deployment.
