Maybe on your systems the start/stop links for runlevel 5 are missed or the master boot script /etc/init.d/rc is defect. You may try insserv --recursive --default --force xdm to reenable e.g xdm. On the other hand this is the first report of such a behaviour. In addition to that having the package "systemd-sysvinit" installed can help since is a drop-in replacement for sysvinit.
