I have then still a working usb mouse. 5. pull out the usb mouse. I would then expect a working touchpad, but this is not the case. Touchpad is not working. When I log out, touchpad is also not working on login screen. I can plug in the usb mouse and this is still working. If I unplug the mouse before closing the lid and some time later open the lid again so the laptop wakes up, I do have a working touchpad. Only when I leave the mouse plugged in the touchpad stops when suspending. I saw this also I think sometime in sept-nov last year in tumbleweed, but after some time the problem went away. This sounds like a desktop issue to me, to be honest.
I just found out that KDE has a setting named "Disable touchpad when mouse is plugged in", to be found in:
Control Center > Input Devices > Touchpad > Enable/Disable Touchpad
Cor, do you have that setting enabled?

When I boot from the tw kernel, 4.15.3 (this is a system dup'ed from TW to leap 15), the bug is not present, everything is working fine. If I boot from the Leap 15 kernel, I see the bug, but only with sddm and xdm as displaymanger, "not" with gdm as displaymanger. I could not test with GNOME desktop, because I did not know how to set the touchpad in the same way as I have in the Plasma desktop.
