In systemsettings, under Input Devices->Touchpad ---Management |--Configuration might be a desirable way to provide control in one place without having to run 'synaptiks' to control how touchpad works. 'systemsettings' anyway seems to use 'synaptiks' or some file provided by it to provide configuration, so it might be just about providing the management tab as well. I am not sure if I recall correctly, but I think systemsettings did have this option once upon a time and it seems to have fallen off.
