You are asking to deliver a completely new build KDE Environment based on a newly released Exiv2 library. Are you aware of the impact this would have at the rest of the distribution ? I don't think that Gnome users would be that happy if we push for KDE only a new exiv2 library and destroy their environment for an already released distribution. If exiv2 0.24 is released, then I am sure that this will appear in the new openSUSE distro version and then all environments will utilize this new version without any issues.
