SaltStack's upstream salt-minion 2018.3.x is packaged under Python 2. Until upstream has it working under Python3, Leap should package the salt-minion under Python 2, which is how the Leap 42.3 salt-minion is packaged. Leap 15.0 packages salt-minion 2018.3.0 in Python3, however it's not compatible with Tornado 5. SaltStack's upstream salt-minion 2018.3.x is packaged under Python 2.
Leap 15.0 ships Tornado 4.5.3. How does Tornado 5 come into play here? Did you replace a distribution package with a development or third party package?
