I tried running "systemctl stop firewalld" and then trying to connect with the 4.16.12 kernel but got the same result. I also attached the output from "journalctl --unit NetworkManager" in both cases, but please note that those logs include the logs from the previous tests, so should only be read from the last --Reboot-- mark Another thing to have in mind: NetworkManager tries to connect to the MAKE_CARTAMA_GREAT ssid and when that fails because of the timeout, it tries connecting to GARAGE_MANOLO, timing out too. In the case where it works, it shows an error because it's not able to modify /etc/resolv.conf but that's not important.
