However, that doesn't explain why you can even attempt to install a Docker package. Can you provide information about what repo the Docker package comes from?

docker comes from repository: http://download.opensuse.org/ports/aarch64/tumbleweed/repo/oss/

For what it's worth, as a workaround, you can try adding the Virtualization:containers repo and just using that (our packages do build for aarch64) while we figure out why they're failing in the ARM ports project.
