We are currently discussing how to keep always in sync the keyboard options from X11, systemd and YaST. I don't expect any solution in the short term, but it will be fixed (in a more robust way that just having the same information everywhere) for the next release. What I can do in the short term is adding a warning pop-up if setxkbmap fails as you suggested.
