I noticed that and could not find any hint from the installation logs. Maybe you can help there. I'd however like to point out that yesterday I installed openSUSE 13.1 KDE using the installation DVD. Installation went fine and Grub works. No grub failure. I will have to re-do the installation using GNOME Live to confirm you about the file permissions. But one thing is ticking, since GRUB is being installed by YaST, shouldn't the permissions be set by YaST itself. I ran a installation test using the GNOME Live in a virtual machine, it worked fine. No GRUB issue here. So, I guess the GRUB failure is coming only on the physical disk.
