Wouldn't be lsb-release package be enough? Or why have it installed at all and not only suggested in the pattern? For that afaik a dependency on Qt4 is required. However, the Qt4 is not required by this package (but IIRC it is *recommended* by it) - precisely because it would effectively cause Qt4 to be always installed. But you are right, the LSB 4.0 compliance claim is not exactly correct if Qt4 is not present.
