Neither b43 nor b43_legacy exist on my system, is there a package I need to install?

No, they should be part of the kernel-* package.

I tried both of those when it first wasn't working (after installing the firmware). Are modules in some special path that modprobe doesn't know to look in? I don't know that would be, but I also don't know why /sbin isn't in your $PATH by default, so you never know.
