This solution has ben given a lot of thought and feedback. Here is some documentation about their solution: https://fedoraproject.org/wiki/Changes/DNF_Better_Counting According to https://en.opensuse.org/openSUSE:Statistics openSUSE uses UUID sent by zypper to count openSUSE installs. Though UUIDs are anonymous, they can still be used for tracking purposes even if openSUSE do not appear to do so. For instance, it makes it possible to know exactly which packages are installed on a machine using a particular UUID, which can give a lot of information, and exactly when a package is installed by each machine. One concern with dropping UUIDs would be that several openSUSE installs can share the same IP, which may lead to underestimations when counting, but Fedora's solution takes care or this issue, and also provides a way to not count short-lived / throwaway installs. The tracking feature can be disabled, but first, the user is not made aware of this feature, and second, a user can be willing to be counted without enabling any way of tracking. This bug report is a feature request to drop the usage of UUIDs in Zypper and adopt a new UUID-less mechanism such as the one used by Fedora.
