It seems to stem from NetworkManager start, but I'm not really sure. It sounds like NetworkManager is trying to contact systemd-resolved even if it's not enabled on your system.
Does enabling systemd-resolved [1] fixes your isssue ?
[1] systemctl enabled systemd-resolved
