I think that you mean bug 400376. In that bug, when one installs from the Live CD and does not have network configured, YaST offers to configure NTP which then fails. It should be either disabled (like during the normal installation) or the network could be set up, like this bug requests. Somewhat related is the feature request to have NTP setup by default (mandatory for 11.1). There is a check box to add new repositories. If you check it, the next dialog will notice that it might be useful to set up the network. Do so, then you can back off without adding any new repositories. Then when you arrive at the NTP setup, it will not be grayed out because the network is available now.
