Or close as invalid, IF we like the current status, which is "add the vendor you want to trust to /etc/zypp/vendors.d if you want to see updates from it". But i'm not sure if this is a good approach. After all, the user already trusts the _repository_! So?
When touching this behavior from ZYpp note that not all of us are using the "don't change vendor" rule like a "I don't trust Packman". I have the basic/official repos with a priority of 50, Education and KDE:Backports with 70 and Packman with 90. The lower priority already says I "don't trust" Packman, I don't need the vendor for that. But when I want an specific package from Packman (one with patented codecs support) I install it manually. And after this single operation the "don't change vendor" rule makes sure every update of this package will also be from Packman. So I will not loss MP4 container support in Amarok because of an update from Packman to KDE:Backports. If I do a "zypper -v up -t package" on an updated system after adding the file in vendors.d I get: The following packages are going to be upgraded: k3b-lang-1.0.5-47.1.x86_64 (KDE Backports, openSUSE Build Service) k3b-1.0.5-47.1.x86_64 (KDE Backports, openSUSE Build Service) audacity-1.3.5-2.6.x86_64 (Education, openSUSE-Education Community) ktorrent-lang-3.1.2-6.38.x86_64 (KDE4 Factory Desktop, openSUSE Build Service) ktorrent-3.1.2-6.38.x86_64 (KDE4 Factory Desktop, openSUSE Build Service) That's it, I start using a k3b version that *could* be binary incompatible with the k3b-codecs package from Packman (that gives me MP3 support). I change my Packman audacity for a version without MP3 support. And I change my ktorrent for a version without DHT support.
