I did not install it, it was already there.
openSUSE Leap 42.1 util-linux does not contain an lspcu command.
grep -e --color "model name" /proc/cpuinfo
(don't know where I found it)

How so? Note that /proc/cpuinfo will be adjusted as CPU cores are put into various power saving states, but it should not completely disable them. So the lscpu output does seem incorrect. Isn't that the problem you are reporting? Adjusting summary.
