At least in apell-(hi, mn, mr, uk) the description of the rpm's is wrong encoded. See aspell-he how it is done right.

What exactly you mean by 'wrong encoded'? For example, rpm -qip http://download.opensuse.org/distribution/13.1/repo/oss/suse/x86_64/aspell-m... displays 'मराठी' unicode string correctly in unicode enabled terminal for me.

BTW: It would be fine if also others had the name of the language not only in english
