How often do you open that window and if these things annoy, what does not? Be happy that you have that functionality in opensuse's KDE 4.1, it is not part of the stock KDE 4.1. As this is only about the looks and not about the functionality, which all resources should be put into, I would opt for closing it as WONTFIX, since there are more important things to spent time on. The kmix popup was borderless for quiet some time too and then it was fixed.
