Up to systemd 249 it just ignored unreadable files. so even if those vpn files had root:root u=rw,g=r,o= it worked just fine as the normal network files were worldreable. this is no longer the case and now it seems any unreadable file breaks the network startup in the initrd. once we are in the full system, the files on disk have the proper group again and loading of those vpn unit files works.
