One thing I can think of what might be causing this but you can't recreate it is I newly installed Opensuse 11 to the harddrive that had 10.3. One thing I can think of what might be causing this but you can't recreate it is I newly installed Opensuse 11 to the harddrive that had 10.3. I didn't bother re-formatting it before the installation.

Right click on a panel, and search for "menu". You will see various possibilities, and one is the traditional main menu. I right-clicked on the panel and chose "Add to Panel..". Then typed "menu" in the "Find and item to add to the panel:" box. I found "Traditional Main Menu" in the selections. And I clicked it to add it to the panel. From the menu, I chose an application in it and right-clicked on it then chose "Add this launcher to panel". I tried both checking "Lock to panel" and unchecking "Lock to panel" after I added the launcher. But in either case, it was gone after I relogged in. Wow. That's certainly not normal. Does it happen only to your user on the system, or also to other users? This is specific to your account. Could be a permission issue, or something resetting your gconf config... Can you do a gconf dump (like you did in comments #3 and #4) after changing something in the panel, logging out, and logging in a console (not GNOME) (via Ctrl+Alt+F1)? This will help us know if the config is really there after logging out (and if true, this means it disappears during login). Also, can you do ls -ld ~/.gconf* to check the permissions of the gconf data? Yeah, the permissions look wrong. Maybe some 'chmod -R u+rwX ~/.gconf' would help?
