Clicking on the URL seems to indicate that the problem is related to hal. In syslog I found the messages "kernel: evdev: no more free evdev devices" and "kernel: input: failed to attach handler evdev to device input74, error: -23" (keyboard and mouse are USB devices). I'll attach a screen shot as well. So far I can use keyboard and mouse. [...] (Comment #20) Let me note, just in case nobody figured out yet: The unreadable GNOME popup seems to be a notification that further notifications about hotplug devices (such as memory sticks) will not longer be displayed. At least that's what I've found out. What's unclear is why the notification is partially outside of the (lower right) screen area and thus is unreadable. I'm sorry if the original description was a bit vague.
