When on a new hotspot, the Portal Helper always shows with "Unacceptable TLS handshake" and no way to do anything with the window. The issue arises because the URL that Portal Helper checks is https://www.gnome.org and the SSL certificate from the hotspot redirect does not match. This is already fixed in the GNOME 3.24 devel branch (GNOME:Next)
