I am able to reproduce on Tumbleweed 20201111, at least part of the issue,
which is completely outside of systemd. See github.com/pgajdos/apache-rex.

This holds for all mod_proxy_fcgi-php-fpm*. These examples certainly worked and
interestingly it still works when building php7:
https://build.opensuse.org/public/build/devel:languages:php/openSUSE_Factory...
But there is just-built binary under ~abuild/rpmbuild/BUILD used to run them,
so the issue could not manifest there.
But when I install php7-fpm on the changeroot, I get manually:
