In that case root has to repair the system, e.g. reboot into single user mode. And it is a bug to remove the active system files in /var/log/ in the system directory /var/log/ its self. E.g. without lastlog it is impossible to trace a broken login. Ignoring a missing /var/log/lastlog is a security risk.
