The issue seems to be that while the package ends up installing gcc9-fortran there's no libgfortran5 package in the buildroot?! That is, it shouldn't end up linking against the static libgfortran.a.
gcc9-fortran should have a Requires on libgfortran5.

eh? All of those make no sense (but I have no permission to fix that).
