Looks like you used a patch [1] from Fedora project. That patch will disable raw EC API of openssl. The only work-around is to use legacy openssl API [2] as Fedora does. This will do the same but with legacy API as the "security patch" of openssl disables new API only.
The AusweisApp CANNOT change that as this EC usage is a defined protocol with server, app and identity card.
