That is for example with Flash, Amarok, ogg123, Skype, ... All those are supposed to use ALSA directly but I never got sounds from there mixed on my system. I'm just using WindowMaker so no sound daemon is used. I've checked if some application uses /dev/dsp through OSS but haven't found one so I would expect sound mixing to work (either by hardware or by software). So, possibly you are playing more than 4 streams at the same time (or just keep opening by apps)? Check /proc/asound/card0/pcm0p/info. It should show subdevices_count 4. Check whether subdevices_avail is more than zero. Also, if the problem is a kind of "the second or later apps don't fail but just no sound", then check "VIA DXS" volumes in mixer. I can't remember doing that manually so the default might be wrong? So, you (or some app) must have set to zero accidentally. (I personally don't like them to expose as mixer elements, but I got bug reports once after I got rid of them. Apparently some people think these are good. So I had to revert it...) If the sound volumes for the four DXS volumes are open at 100% and the other user logs in to his KDE the volumes 2-4 get set to zero. Since I have almost no idea about KDE my guess is that kmix is applying its saved settings which are wrong in that case and since WindowMaker has no such mixer it doesn't get restored when I login.
