This command is stated in the global configuration file which is /etc/lftp.conf which shipped with the official rpm in openSUSE 12.3. This issue can easily be solved by adding a "set " to the last line of /etc/lftp.conf:
set ssl:ca-file "/etc/ssl/ca-bundle.pem"
