This is incorrect behavior of yast, even if it went undetected for years. CC Daniel to potentially take care of the paperwork to get this fixed. The issue at hand might be a minor thing, nevertheless I think there's something rotten with our processes if a bug found in Tumbleweed requires the reporter to file feature requests in Jira.
