Did you tried different web browsers ? Does it happen also when you use the api directly ? You can do this via curl -0 -n -X PUT -T your_local_file https://api.opensuse.org/source/home:pvbrowser/pvbrowser/pvbrowser-4.tar.gz You need to define your login in ~/.netrc before.
