I got a USB speaker (e2b7:0811) which I connected to the 4Bs using Leap 15.3. So, it doesn't seem to be that PI. However, dwc_otg doesn't seem to be a separate module in raspbian nor it is available on leap. As the speaker is working when I un-plug and plug it in again, I wonder what may causes this strange behavior.
