This is causing problems accessing repositories for example the opensuse science repository. We are able to unblock specific sites but opensuse will randomly assign a mirror when updating or installing packages. Would like to see an option that uses domestic mirrors only or at least prefers those by default. Reproducible: Always Steps to Reproduce: 1. Enable a repository with non U.S. mirror such as opensuse science 2. Machine located on network which block non. U.S. sites 3. Choose a package to install for example 'spyder' 4. Attempt to install or update packages 5. The US mirrors *will* be preferred for US networks _if_ they have the file.
