Devel package is in Virtualization/libcgroup. This is blocked in OBS sr#1206062. So this package has been dropped from Factory in 2018 via sr#589236, stating that: ``` - the functionality is largely deprecated by systemd and the two actually clash in some ways which cause bug repo - the upstream is dead - for supportability reasons we are dropping it in SLE15 ``` Is upstream alive again? A check of the GitHub repo shows that Oracle engineers seems to be busy developing it. After this many years a proper revisit of the source code is in order.
