[Bug 1195291] initrd is being rebuilt when kernel is being removed

You are using package locks, immutable attributes, etc; I am afraid you'll have to sort this out by yourself. What I did was (on TW) add the kernel-stable repo (http://download.opensuse.org/repositories/Kernel:/stable/standard/) in disabled state, and run zypper --plus-content kernel-default in kernel-default-6.6.9-2.1.g473d8d7 This way I had the official TW kernel installed together with the kernel-stable one, and I could selectively install or deinstall these kernels. On Leap it is easier, because you can install any of the past SLE maintenance kernels.
