There is a difference between "Recommends" and "Suggests". With the default
configuration for libzypp ("solver.onlyRequires = false" in
/etc/zypp/zypp.conf), recommended packages will be installed unless there is a
conflict e.g. with a package lock. "Requires" on the other hand means that the
package can't be installed without the dependency, even if the user wants that.
Certainly source-highlight cannot use all of its functionality without ctags,
but a user might not be interested in C/C++, or, like gdb, not use tagging.
That's why I think "Requires" is too strong. If there are legitimate use cases
that don't need the dependency, it's not a requirement.
